I don't skimp on quality shampoos and conditioners, I have bleached blonde hair and find that the salon shampoos are better for my hair and don't strip the colour. I will skimp on mascaras and eye shadows though.

I like quality shampoos and conditioners as i find that you use less and they last twice as long as cheap haircare. Also agree that quality perfumes are awesome and so worth it.
Eye shadows are things im happy to save on. Rimmel have some great shades and they are not that expensive.

I think if you are going to use it for a long time, like a tool then quality usually equals price. For things that stay on the face for a short time like a cleanser then I'm not so fussy. It's all about the ingredients for me and time and research has taught me that it's not always best value just because it's expensive or cheap!

I save on things that are way better than pricey one in quality, skincare wise. Example: the ordinary serums with high potency of actives beat any that are insanely priced and contain nothing but empty irritating fillers. But marketing makes them look 'amazing' and at times packaging.
I splurge on makeup, as I wear it on occasions only and the items last me very long time. Plus love pretty packaging
Tools: splurge. As they last me years on....
Hair: depends on quality...at times cheaper items were waaay better than well priced haircare.
